Evaluation of 1.2 billion-kroner energy research programme

We have made an independent evaluation of Energinet.dk's ForskEL programme that funds the development of environmentally friendly power generation technologies.

Over a 10-year period, the consumer-funded energy research programme ForskEL has contributed more than DKK 1.2 billion to research into and development of environmentally friendly power generation technologies.

In 2009, the Danish climate and energy minister asked Energinet.dk to take steps to perform an independent, external impact evaluation of the research programme for the period 1998 to 2008.

Energinet.dk asked the Alexandra Institute to carry out the evaluation. 

The Alexandra Institute started the evaluation of the ForskEL programme in December 2008, and the final report was handed over in June 2009.

The evaluation of the ForskEL programme covered the first 10 years of the programme from 1998 to 2008. The evaluation revolved around these focus areas: Biomass, Fuel Cells, Solar Energy, and Control and Regulation.

The evaluation was based on a research-based, flexible evaluation method called Realistic Evaluation, cf. evaluation researchers Pawson & Tilley.

The evaluation was primarily based on qualitative data collected through approximately 60 qualitative interviews. In addition, a questionnaire survey was conducted, which generated approx. 80 responses.

The result of the evaluation is a deeper insight into the practices of the ForskEL programme, the project partners’ perception of ForskEL, its impact, and how the programme is managed.
